The Ghana Shippers Authority (GSA) has acknowledged delays in container delivery and evacuation at Tema Port, attributing the disruptions to scanner breakdowns and system glitches.

In a public announcement on December 24, 2024, the GSA assured stakeholders that efforts are underway to resolve these issues and minimize their impact on cargo clearance.

The GSA stated that shippers have been facing significant delays due to the breakdown of scanners at Terminals and problems with the Integrated Customs Management System (ICUMS).

Specifically, the continuous malfunctioning of the scanner at MPS Terminal 3 and intermittent issues with the ICUMS have contributed to the delays.

Recognizing the impact on operations, the GSA assured the public that solutions are being pursued.

“GSA is aware of the strenuous effort being made to resolve the persistent challenges,” the announcement read, emphasizing the authority’s commitment to improving the situation.

The GSA also reminded stakeholders of their rights in light of the delays.

“No shipper using a port in Ghana should pay for costs associated with delays not occasioned by the shipper,” the authority stated.

Cargo owners, consignees, and service providers were urged to promptly report any charges they believe are linked to these system failures so that GSA can investigate and potentially offer refunds.

The announcement concluded with a commitment to continued collaboration with all parties involved in the shipping sector to ensure a more efficient service.

The GSA expressed its appreciation for the support of the shipping community and wished them a peaceful holiday season.

The statement was signed by Charles Darling Sey, Eastern Zonal Manager, on behalf of the Chief Executive Officer.
