2022 BUDGET HAS BEEN APPROVED BY THE PARLIAMENT

The parliament has accepted the 2022 Budget Statement and Economy Policy of government presented by Ken Ofori-Atta, Minister for Finance on November 17.

The budget was accepted in the absence of MP’s from the minority, who rejected to take part in the business of the day.

In the absence of the minority group, Ken Ofori-Atta refiled a revised version of the 2022 budget, which was unanimously accepted by the Majority MP’s including the speaker.

The sitting they made today was delayed by hours of meeting between the Majority and the Minority groups focused at exploring how to heal what has been referred by the Majority as unlawful by the Speaker Alban Bagbin.

Mr Bagbin was accused by the majority side of acting in contravention of the 1992 constitution after saying that 137 MP’s had taken a decision to reject the budget last Friday.

As stated by the majority, the act fails the constitutional demand of 138 MP’s present in the House before conclusion can be made.

Talks between the majority and the minority in parliament, most of Tuesday morning had broken down due to the rejected Budget.

As the majority walked out of the House, there was a tie. Upon a proposal by the Majority Leader Osei Kyei Mensah Bonsu, and a vote by the House, Joseph Osei Owusu, the First Deputy speaker ruled that the advance decision was in error and in violation of article 104(1) and gave rise for it to be removed from the record.

The parliament then went on to consider the motion on the budget and later approved it.

For specific sectors, the House will now contemplate the budget estimates in the coming weeks before the suitable bill will be passed. This will give the government the authority to spend following the monies appropriated in the budget.
